Rooney O’Carrol Architects, a Company established by Owen O Carroll and Kevin Rooney, were responsible for co-ordination of the design of the London Docklands Public Infrastructure. This involved working with the LDDC as principal stakeholder, local authorities, five engineering groups and 7 major contracts

Amongst these projects was the Limehouse Link, a road tunnel connecting Wapping through to Popler. At the time this was the second largest infrastructure project in Europe, the largest of which being the channel tunnel.
